Rather then this being a rule its more of a suggestion,
Giving topics titles will make them easier to determine
there purpose, making things as a viewer easier,  the
title would be before the subject, a few examples:

[News] New awesome anime out!
[Help] How do I post in green?  Im a nooblit >.<
[Random] Bla Bla Bla
[GFX/Help] Help with design

You get the Idea, just use the "[]" I find that this
makes your title stand out more making it easier to
notice, and hopefully making the site overall easier to
browse,

Idk, I was doing it often, I thought it would make things
more searchable if more people do it  XD
